Margaret Collins took my classes in Land Use Law and Housing and Urban Development at Washington University Law School while she was doing her MA in Urban Planning. Although she was not a law student, she ranked every class. After she graduated, we collaborated on a number of papers, articles, and studies on development incentives for urban revitalization. This culminated in the publication of the book, Reviving Cities with Tax Abatement, which we co-authored. Margaret’s sections on economic impact analysis of redevelopment tools formed the core of the book, which has been very well received.
